Background
This scholarship was established in 2009 in honor of the late Dennis Robert Levy. It is awarded in the form of a monetary amount based on application and meeting specific criteria. The purpose of this scholarship is to fulfill the intention to assist those that would not otherwise have an opportunity to further improve or pursue their dreams.
This award is aimed towards a cadet of good standing of the Plano Mustangs Composite Squadron (SWR-TX-051) (Plano and Wylie) of the Civil Air Patrol.

Dennis cared about people that were in need. On occasion, he gave money to the homeless without expecting anything back in return. He was unassuming and did not seek recognition or attention. He had visions of setting up care packages for the homeless which contained clothes, shoes, and food stored in a portable cart which could not be stolen.
Dennis with numerous past occupations was also a flight instructor with over 3800 flight hours. He taught numerous students that eventually became air force or commercial pilots. Besides being detailed oriented and extremely strict on flight procedures, he never allowed any mistakes or sloppiness in his airplane. He demanded perfection and held his students accountable to all their actions and to the highest standards. His passion for flying is summarized by this memorable quote -- “Today is a perfect day for flying.”
Regulations
- The scholarship shall be known as the Dennis R. Levy Memorial Fund.
- To be eligible for the award, the cadet candidate must be in good standing in terms of school citizenship and display a “B” grade point average for the current school year which ends early June in Texas.
- Candidates for the scholarship must reside in the state of Texas and be in good standing in CAP.
- Candidates for the scholarship must have performed some community service. Judgment is not dependent on the amount of community service.
- The selection of the winner will be made by a Selection Panel which will consist of Senior Members at a minimum of 3 members. It will be at the discretion of the Plano Mustangs Composite Squadron (SWR-TX-051) Senior Members to determine the Selection Panel.
- Selection will be made on the basis of academic achievement of the applicants and financial need. Financial need is defined as not having the personal funds available to pursue a CAP activity, a CAP camp, a personal pursuit of flying lessons, a trip to Oshkosh, additional education, or a dream that the candidate has always wanted to pursue and may be more than one activity. No proof or documentation is required for financial need and will be based on trust. The candidate is expected to prove his/her grade point average during the time of the selection process with a printed copy of his/her report card or transcript.
- A short 250 - 500 word essay from 1-2 pages will be submitted on a separate page. The intent is not to judge writing style but the substance. Candidates will clearly state his/her intention of utilizing the award and the essay must convey to the reader a sense of who you are. In addition, the essay must contain a plan of what the candidate will perform to give back to the community after the monetary award has been spent. This activity is not limited to CAP activities and the time limit is that the service must be performed while being a member of CAP. Giving back to the community is not restricted to being performed by the winner solely and the winner is allowed to lead and recruit others to assist in the objective.
- The value of the scholarship is $1,000. If there should be more funds available than the stated amount, it will be at the discretion of the Selection Panel to award multiple awards. For example, if the amount for the current year accumulated to $3,500, then three $1,000 scholarships and one $500 scholarship will be awarded. If the amount for the current year accumulated to $3,005, then three $1000 scholarships will be awarded and the five dollars will be retained for the following year.
- Application enrollment is from May 15th to May 31st. The Selection Panel will have 3 weeks for determination.
- Past winners are not allowed to reapply to give more cadets the opportunity for the award.
- If this fund is recognized by other squadrons and recognized by Texas Wing Headquarters, perhaps additional funds can be established and labeled with subheadings of the “Dennis R. Levy Memorial Fund” and awarded within the same guidelines. Same guidelines would apply at the regional or national level.

The Dennis R. Levy Memorial Fund is a division of CHARITYSMITH: National Society of Memorial Funds, a 501(c)3 public charity dedicated to the creation and governing of memorial endeavors. All donations are tax deductible in accordance with federal tax law. Receipts for tax purposes are sent via US Mail within two weeks of donation.
